CNN reporter Candy Crowley is moderating the debate, which brings together 100 undecided New York City-area voters to ask questions directly of both Romney and Obama.

It was reported earlier on Tuesday that Obama and Romney had both signed an agreement outlining the rules for the debate, which included stipulations that audience members and moderator Crowley wouldn't be allowed to ask follow-up questions, and that there will be "no TV cut-aways to any candidate who is not responding to a question while another candidate is answering a question or to a candidate who is not giving a closing statement while another candidate is doing so."
